While I may not completely understand the question, I will tell you where I sit.

We, way south of the northern frontier, or "tier", have no access to Canadian coins, other than the verty few that show up in boxes of coins. I used to do a lot of "roll searching", when i was collecting US, but that was of little use, wnhen I went to Canadiad. The percentages of coins was just too small. so we are forced to go for what we can afford. Hence the "book" price.

Once in a while the "right scenario" comes along, and doors are opened, then it is much easier . Hope this is helpful, (and makes sense).
