RCM product question?

So I got my 3 silver 20 dollar coins today for $60, no shipping, no taxes, very nice, they are about the size of a nickel half dollar.

But I get this offer to purchase past commemorative silver dollars like the 1981 Canadian Pacific Railway, or 1993 Stanley cup dollar (for only $56 each).

My question is, where did these past silver dollars come from? Did the mint still have a bunch stored in a warehouse? Are these newly minted? Or are they from the secondary market???
