My first impression, as someone who very seriously collects Edward silver, was that this was a specimen coin. These sets came from the mint in red box holders with blue satin liners, and if left in the cases for any time at all, the chemicals in the liner turned the coins almost black, That's the natural way that these coins look. If dipped, they gray out somewhat, look very matte, and can even have lustre breaks, because the dark toning actually etches into the coin after time. I'm almost certain that this coin has been dipped many years ago, ans is actually starting to reacquire reasonable colour.

Dipping isn't cleaning. ICCS doesn't comment on dipping, but certainly does on cleaning. I don't like to guess on internet grading, but I don't think the assigned grade is too far off. If suspect that most of the perceived marks are in the plastic.
