Agree, Rob. Why waste a perfectly good die on just a few specimen coins? Same as the Canadian 1908 large eight 5 cents. Again, specimen dies being used to strike business strike coinage at the end of the run.

The Newfoundland specimens from the late 1880's and1890's are different again, I think. These sets are unique, or not more than 3 in existence. I strongly suspect that the Royal Mint got an annual order from Father Tennant (whose collection got sold to the Norwebs in the 1950's, decades after his death), and maybe another collector or two. What are they going to do? Create a set of specimen dies for one or two orders? Not likely. I think they took the working dies then in use, polished up a few planchets, and carefully struck a few coins off of the existing dies. So here, we have specimen coins (that are because of the way they were made notoriously hard to identify) being struck off of business strike dies, rather than the other way around (business strikes struck off of specimen dies). Or that's the way I see it.
