I think that the longer that the coin stays in those mint cases before it is removed, and then dipped, the greater the chance that the coin will exhibit some amount of surface damage that the dipping will show better than when the coin is dark. It's not the dipping that causes the surface damage, it's the toning under presence of chemicals in the die in the satin liner, or as 5 cents suggests, in the paper. So the coin is damaged even if not dipped. I think that this is why PCGS is so tough on grading darkly-toned coins. But same coin, same damage, whether or not dipped. My recommendation with these pieces is leave them alone. The black toning isn't attractive, but the dipping won't, in my opinion, improve the look, and the surface damage will be more obvious.

How to grade these pieces? Well, it's certainly a matter of some judgment. Convention seems to be that the damage from the toning limits the grade, dipped or not. You very seldom see these coins in SP Gem holders, and the ones that make it are usually the ones that are a bit lighter toned, probably because someone pulled them from the cases earlier. In agree with Numismateer that the coins take an UNC grade, unless they have been badly mishandled and exhibit some rubbing. Back to YQQ`s coin, it seemed to me to be pretty clean (not cleaned), and I thought the grade looked ``about`` right.
