Murder Mystery

This "Coin" was in a box with a bunch of other coins from my Grandfather. As he was an electrician I think he and his friends liked showing how strong the new sidecutters were?

Any guess as to what his is/was? It looks like silver, it is about 1-1/8" across. And I can read the date 1933. Enjoy! (I don't know myself, so I can't agree or disagree) ed
