Unusual 1927 Confederation medal?

This isn't the usual one that I see all over the place, but a larger medal/token with a different design. I've never encountered it before.

Specs:

Diameter: 36mm, thickness: 4mm, weight: 26.6 grams

Four images linked below, the first two show detail and the second two to show color.

Any information?
