The Mint only produced Business Strike Sets ... for the 1937 coinage...
Salesmen of "used-coins" ... came up with descriptive words like "Proof" and "Proof-Like" ... to help sell their inventory...
The descriptive term "Proof" ... obviously failed to take and such was changed to "Specimen" ... which seems to have been accepted by some within the hobby...
The 1937 & 1938 Mint Reports, do use the word "Specimen" for its true definition ... not as a description for quality of strike...
