"No Known Circulation Issues" ... It has often been said, that within every piece of fiction written ... there exists some shred of truth...
As they are most-likely referring to the "Spurious" 1936 10˘ dot (aka Pittman dot) ... there could not possibly be any circulation issues known, as only the Mint is legally allowed to coin such : ) ...
