The set I'm looking at is NSF and come with a letter from the mint stating that this is a set of 1953 uncirculated coins. As you noted the mint didn't use the term PL but my understanding is that coins in the cardboard holders are PL.
The set is still in the plastic wrap covering and the covering is in perfect condition. The down side is that I cannot scan the coins through the plastic.
Looking at the .05c piece i would say these are PL.
Yes I will be talking to ICCS but I do not want them to remove the coins from the wrapper since being in the original packaging has value as well.
Any other thoughts would be appreciated.
