"I find it interesting to continuly find the Belzbergs, Pittmans, Norwebs and others in NEW flips and slabs"

That's because there are dealers and collectors who can distinguish the 'older' slabs and flips as being more strictly graded than the current ones. These individuals feel that they can cut out the coins from the older holders, and re-submit them to ICCS to get the higher grades given today.
